EU Furniture Certification: REACH, CE Marking & Flammability Standards Explained

European furniture importers face a layered regulatory landscape. Unlike markets with a single dominant standard, the EU enforces compliance through multiple overlapping regulations — REACH for chemicals, the General Product Safety Regulation (GPSR) for overall safety, and various national-level flammability standards.

REACH is the EU's chemical safety framework and it applies to every material in your sofa — foam, fabric, adhesives, wood treatments, and metal coatings. The key restricted substances for furniture are: azo dyes that release carcinogenic amines (limited to 30 mg/kg), certain phthalates in synthetic leather and PVC components, formaldehyde emissions from engineered wood (E1 standard: ≤0.1 ppm), heavy metals in surface coatings and pigments.

CE Marking & GPSR. Most domestic upholstered furniture does not require CE marking — the Construction Products Regulation applies primarily to building materials, not consumer seating. However, the GPSR requires that all consumer products placed on the EU market are safe. The relevant standard for domestic seating is EN 12520:2015.

Flammability Standards — A Fragmented Picture. Unlike the UK (which has strict open-flame ignition tests under the Furniture and Furnishings (Fire) (Safety) Regulations 1988), most EU member states rely on the cigarette-smoulder test (EN 1021-1). If you sell into both EU and UK markets, spec your products to UK standards — they will automatically satisfy EU requirements.

Practical Compliance Strategy. Map your destination markets, spec your product to meet the highest-standard country, collect supplier declarations and third-party test reports, maintain a Technical File for each SKU, and review annually.
